US released Iran MOU before Tehran approved detailed proposals - CNN

US negotiators released a memorandum of understanding with Iran without waiting for its senior leadership to approve separate, still-secret proposals on how to implement the 14 points in the agreement, CNN reported, citing a source familiar with what Trump officials told top congressional lawmakers.

CNN had previously reported that US and Iranian officials were working on the proposals, including details on the future of Iran's nuclear program, citing US and regional officials.

The negotiators released the 14-point MOU in part because they did not want to delay the next phase of talks, CNN said. It said securing Iran's formal approval of the implementation proposals would have required more time.

The report also said US officials had described "gentleman's agreements" outside the written memorandum and that some senior administration officials had doubts Iran would meet commitments on its nuclear program.
