Germany, Britain and France expressed concern in a statement that Iran had violated its nuclear obligations

Germany, Britain and France, in a joint statement to the International Atomic Energy Agency (IAEA) Board of Governors, expressed concern over Iran's continued breach of nuclear commitments and the escalation of the situation, and called for an immediate halt to production of 20 percent enriched uranium.
